Return to Work, Job Offers, and Suitable Work

Why Return to Work Is Part of FECA
What a Real Job Offer Looks Like
Written Offers
Read it carefully and compare duties, hours, location, pay, and physical demands to your restrictions before responding.Medical Restrictions
The offered duties must fit medically supported restrictions. OWCP evaluates suitability using the medical evidence and the actual job requirements.Temporary Jobs
Light-duty work can end, triggering wage loss, even if the medical disability still prevents a return to original duties.Review Carefully
If OWCP finds a position suitable, refusing it without justification may jeopardize compensation, including schedule-award benefits.
Suitable Work vs. Informal Light-Duty
What Happens if an Offer Is Refused
Refusing offered work, failing to report, or leaving an assignment can affect compensation. Under FECA’s suitable-work provisions, an unjustified refusal can terminate wage-loss compensation and entitlement to schedule-award payments. Medical benefits are not terminated solely on that basis. OWCP must follow required notice and response procedures before imposing that sanction.
Temporary light-duty offers can also affect wage-loss compensation under separate rules, even without a formal suitable-work determination. Whether an offer is temporary, permanent, or described as light duty does not, by itself, determine how an employee should respond.

Common Situations That Require Review
Employees often contact counsel when they are facing one of these situations:
- A written job offer has been delivered, and a response deadline is approaching
- The physician's restrictions do not clearly match the offered duties
- A USPS limited-duty or rehabilitation assignment is being changed or eliminated
- A modified position disappeared, and wage-loss compensation is now in question
